PERM - Administrator - Home Health/Hospice - Must be a BSN - RN Responsible for planning, coordinating, managing and directing all activities and programs of the agency’s home health and hospice programs. The Administrator establishes, implements and evaluates goals and objectives for home health and hospice services that meet and promote the standards of quality and contribute to the total organization and philosophy. ESSENTIAL JOB FUNCTIONS/RESPONSIBILITIES 1. Coordinates and oversees all direct and indirect patient services provided by the agency’s personnel. 2. Provides guidance and counseling to Coordinators, Business Office Specialists and Clinical Supervisors and Business Office Managers to assist them in continually improving all aspects of hospice and home health care services, provided through organization personnel. 3. Assures compliance with all local, state and federal laws regarding licensure and certification of organization personnel. 4. Assists Clinical Supervisors in managing clinical teams and planning; in absence of supervisor position, directly manages clinical teams and patient services. 5. Provides help in assessment, planning, implementation and evaluation of patient and family/caregiver care to all clinical personnel as indicated. 6. Assists the VP of Operations or COO in the preparation and administration of the organization's budget. 7. Interprets operational indicators to detect census changes and increases or decreases in volume, which could impact staffing levels, revenues or expenses. 8. Evaluates performance of Clinical Supervisors, Community Educators, Business Office Manager and Intake Coordinator, Business Office Specialists (if direct reports). 9. Assists Clinical Supervisors to develop skills and techniques in evaluating the performance of clinicians. 10. Oversees the hiring, evaluation, and termination of organization personnel. 11. Conducts evaluations on clinicians and other direct reports annually or more frequently if indicated. 12. Oversees the maintenance of patient clinical records, statistics, reports and records for purposes of evaluation and reporting of organization activities. 13. Assures proper mainte¬nance of clinical records in compliance with local, state and federal laws. 14. Responsible for the maintenance of adequate and appropriate inventory supplies and equipment for the provision of patient services. 15. Develops, implements and evaluates the orientation program for new organization personnel. Responsible for orientation of new organization personnel, either directly or by delegating to another staff member. 16. Plans and implements inservice and continuing education programs to meet education and training needs of organization personnel. 17. Assists with the evaluation of organization performance via quality assessment performance improvement program, productivity, quarterly and annual reviews. Assures for the quality and safe delivery of home health and hospice services provided through the Organization. 18. Assists in the development of organization goals. Develops, recommends, and administers Organization policies and procedures. 19. Stays informed about changes in the field of nursing, hospice and home health care; shares information with appropriate organization personnel. 20. Promotes hospice and home health referrals in the health care community. 21. In the absence of the Administrator, the Branch Director may become the acting Administrator and will be vested with authority to act in behalf of the Administrator. 22. Ensures organizational compliance with legal, regulatory and accreditation standards. 23. Establishes and maintains effective open channels of communication. Fosters a no-blame culture that encourages reporting of safety and quality of services issues. 24. Ensures program personnel have current clinical information and current practices. 25. The incumbents may be requested to perform job-related tasks other than those stated in this description. POSITION QUALIFICATIONS 1. Graduate of an accredited school of nursing program with a Bachelor's degree, Master’s degree preferred. 2. At least three to five years experience in health care management preferably in health care management preferably in health care operations. 3. Certification in hospice and palliative care preferred. 4. Demonstrated an ability to supervise and direct professional and administrative personnel. 5. Ability to market aggressively and deal tactfully with the community. 6. Knowledge of corporate business management, government regulations and Joint Commission standards. 7. Demonstrates excellent observation, verbal and written communication skills.
